iTunes U Microsoft PC

Before creating an iTunes U course I called support. Users are not guaranteed to have IOS hardware and won't be able to buy new hardware just for this purpose. First I was told PCs could not use iTunes U. Then a supervisor looked it up and discover I could create a course on a PC.

Now I am trying to use open the iTunes course on a PC, I can't find the course in the PC iTunes program and don't know how to instruct users to get the course on a PC. It asks for you to download the IOS program.

Can we use a PC device (computer, tablet, smartphone) to access and use iTunes U?

If so, how?
